On July 15, Zheng Guoguang, Vice Minister of the Ministry of Emergency Management, Secretary of the Party Leadership Group and Director of the China Earthquake Administration (CEA), chaired a meeting of the Leading Group for Cybersecurity and Informatization of the CEA. Participants thoroughly studied and implemented Xi Jinping’s important thinking on building China into a cyber power, listened to briefings on progress in seismic cybersecurity and informatization, and studied and arranged key tasks for the next stage.

The meeting pointed out that the Party Central Committee and the State Council attach great importance to cybersecurity and informatization work. General Secretary Xi Jinping has made a series of major decisions and put forward important initiatives on cyberspace affairs, making it clear that informatization should be harnessed to advance the modernization of the national governance system and governance capacity. The seismic system must take Xi Jinping’s important thinking on building China into a cyber power as the fundamental guideline for informatization development, and give full play to the guiding role of seismic informatization in advancing the modernization of earthquake prevention and disaster reduction in the new era.

The meeting stressed that all parties should fully recognize the importance of seismic informatization, further strengthen their sense of responsibility and urgency, enhance initiative and openness, accelerate the development of seismic informatization, and realize the transformation and upgrading of core business. It is necessary to boost technological innovation and application in seismic informatization, strengthen its supporting role in all fields of earthquake prevention and disaster reduction, and improve the capacity to serve the state, society and the people. Efforts shall be made to reinforce data sharing and information integration, accelerate the development of the informatization system, and enhance capacity to guard against seismic disaster risks.

The meeting required that seismic informatization development adhere to a problem-oriented, goal-oriented and result-oriented approach. First, prioritize the informatization construction of national-level professional centers, and give play to the exemplary role of achievements made by the China Earthquake Networks Center (CENC). Second, effectively carry out provincial-level informatization pilot projects, conduct business interconnection with the CENC in accordance with unified standards, and set benchmarks to drive the implementation of earthquake early warning projects and informatization initiatives. Third, push forward the development of new business systems such as video monitoring systems at seismic stations in line with the national seismic network plan and guiding opinions on seismic station reform. Fourth, coordinate funding for seismic informatization and increase investment in this field. Fifth, strengthen the development of seismic informatization talent teams, ramp up policy support, and cultivate leading talents in information disciplines with support from social resources. Sixth, revise and improve management rules related to seismic informatization to promote its sustainable development.

Yin Chaomin, Member of the Party Leadership Group and Deputy Director of the CEA, attended the meeting. All members of the Leading Group for Cybersecurity and Informatization of the CEA were present.
